Position:  Linguists

Description:  Functional Responsibility:

Overall

• Ability to conduct consecutive, accurate translation/interpretation of on-going conversations/activities, to include the ability to maintain the integrity and meaning of material.
• Ability to write and speak in clear and concise grammar and pronunciation in the Target Language and English.
• Ability to provide idiomatic translations of non-technical material using correct syntax and expression from and to the Target Language and English. 
• Ability to provide written translation of general and technical material to and from the Target Language and English, including the ability to read and translate handwritten material.
• Ability to quickly scan and process a large amount of material, utilizing the Target Language, for critical and essential elements of information.
• Ability to provide input in the production of written reports developed from captured material utilizing the Target Language, such as provide a gist, summary, transcript or written translation of the material.
• Possess technical skills, such as word processing and data entry, to be used in conjunctions with written translations.  
• Ability to understand speech in a standard dialect, inferences and emotional overtones, and rarely has to ask for paraphrasing or explanations.
• Ability to read a variety of unfamiliar subjects, can almost always interpret material, relate ideas and make inferences, and rarely misunderstands the intent of the writer.
• Ability to write effectively in most formal and informal exchanges, errors never interfere with comprehension and rarely disturb the native reader.
• Ability to converse in formal and informal situations, resolve problem situation, deal with unfamiliar topics, provide explanations, describe in detail, offer supported opinions and hypothesize.  Errors never interfere with understanding and rarely disturb the native speaker, only sporadic errors in basic structures.

Professional Experience:  All staff working on this contract must meet the required security elegibility level of access.

Veteran Linguist - Minimum 10 years cryptologic and/or relevant experience.
Performance at level 3 required for all tasks. Individual must perform at final contractor Quality Control level on all voice and graphic tasks.

Qualifications: Personnel in this category shall, at a minimum, have extensive experience in language, literature, linguistics, or related humanistic fields, and shall have accumulated a minimum of ten years transcription, translation, or other language-related, cryptologic experience. They shall have the advanced linguistic knowledge, diverse background, and expertise required to quality control the entire spectrum of cryptologic voice processing and graphic tasks. They flall have demonstrated superior and professional competency in their previous assignments and positions. Basic internet research skills and an understanding of telecommunications and computer network communications fundamentals are also desired, although not required.

General provisions: Veteran linguists are characterized as personnel who take maximum advantage of the research tools and resources available. They know how to perform their assigned tasks smoothly and efficiently. They shall be the focal points for coordinating the organization of resources and information in support of the mission and operational requirements. They shall serve as a final contractor authority on the summaries, translations, and transcripts produced. They shall act as coaches and mentors to those linguists having less experience, training, and project knowledge; shall provide them with timely and appropriate feedback, and identify the most feasible and suitable approaches for operational training.

Voice Tasks
• Perform at final quality control level on transcripts and translations, ensuring that the filial product is a faithful and accurate rendition of the original material;
• Provide on-line assistance to other linguists.

Graphic Tasks
• Produce accurate and polished translations dunng final quality control, ensuring that the final version maintains fidelity to the content and style of the original text;
• Produce final summaries from various sources of printed traffic and written communications.

Senior Linguist  -  Minimum 7 years cryptologic and/or relevant experience.
Performance at level 3 required for all tasks. Individual must perform at final contractor Quality Control level for some voice and/or graphic tasks.

Qualifications: Personnel in this category will, at a minimum, have extensive experience in language, literature, linguistics, or related humanistic fields, and have accumulated seven years cryptologic or related experience. Senior linguists shall have an excellent command of the foreign language and the specific knowledge, talent, and skills necessary to function independently. Basic internet research skills and an understanding of telecommunications and computer network communications fundamentals are also desired, although not required.
General provisions: The Senior linguists’ combined foreign language proficiency, target knowledge, and cryptologic experience shall allow them to reconstruct and recover, to the extent feasible, material missing from corrupted voice traffic or graphic text They shall identify those areas in which more or better research materials are required to support the processing efforts. They shall compile working aids and databases or provide guidance to junior personnel to accomplish these tasks.

Voice Processing Tasks
• Perform final quality control on some materials;
• Provide on-line assistance to other linguists. -
Graphic Tasks

• Produce translations in final format. Ensure that the final version reproduces with absolute exactitude the original text;
• Perform final quality control on some translations produced by other linguists;
• Draft and edit summaries based on various sources of written communications.

Native speaker - No cryptologic experience required.
Must be at least level 3 in listening, reading and translation as defined by the Interagency Language Roundtable.

Qualifications: Personnel in this category shall possess native or very near-native competency in the foreign language, defined for the purpose of this MMRL as having an excellent command of the grammar, constructions, and syntax of the foreign language. Native speakers shall be abreast of idioms, colloquialisms, and slang, and have a sophisticated understanding of the cultural, social, and political environment in which the language is used. The Native speakers shall be bilingual to the extent that they can produce well-written and accurate gists, summaries, translations, arid reports in American English. The Native speakers’ superior language capabilities shall allow them to work largely independently after a short period of target familiarization and training. Basic internet research skills and an understanding of telecommunications and computer network communications fundamentals are also desired, although not required.

General provisions: The native speaker shall preserve and convey the flavor, nuances and subtleties of the original text and interpret and translate passages that are difficult to understand, due to the specific nature or complexity of the language used.

Voice Tasks
• Provide gists, summaries, extracts, full, and verbatim transcripts, and English translations;
• Provide on-line assistance to other operational linguists;
• Perform quality control as required.

Graphic Tasks
• Translate materials from a variety of written communications;
• Produce summaries from written materials;
• Perform quality control as required.

Language Professional - Minimum 4 years cryptologic and/or related experience.
At least four years total cryptologic and/or relevant experience with a Level 3 in the required skill.

Qualifications: Personnel in this category shall have the linguistic proficiency necessary and skills required to perform the assigned voice and/or graphic tasks with minimal supervision. Language professional personnel shall be able, with minimal supervision, to compile and update operational working aids and databases. Performing Quality Control of sub-level 3 material may be required. Basic internet research skills and an understanding of telecommunications and computer network communications fundamentals are also desired, although not required.

Voice Tasks
• Scan materials to identify items that require further processing;
• Categorize and prioritize materials for further processing;
• Recover EEls;
• Provide gists, extracts, full, and verbatim transcripts.

Graphic Tasks
• Scan written materials to identify items that require further processing;
• Perform further processing of material in the format required;
• Produce translations of printed materials.

Journeyman: - 1to 4 years cryptologic and/or related experience.
One to four years total cryptologic and/or relevant experience with a Level 2 in the required skill (translation from audio or graphic material) as stipulated in the TTO.

Qualifications: Personnel in this category shall have the linguistic proficiency necessary and skills required to perform the assigned voice and/or graphic tasks, with some supervision. Journeyman personnel shall be able, with some supervision, to compile and update operational working aids and databases. Performing Quality Control is not required. Basic Internet research skills and an understanding of telecommunications and computer network communications fundamentals are also desired, although not required.
